He's just the token NTR troll character. Even Fujimoto himself said he doesn't understand why anyone gives a fuck about him. No backstory, no personality, no feats, no memorable interactions past P1 and Quanxi, works as a government lapdog and acts antagonistic to the MCs, but not in a memorable way like Barem.
The only thing the character has going is an air of mystery about him yet we've already seen the limit of his powers (past some kind of ass pull power up).
