thats because at 4.7 theres only 4 capital ships you could possibly face, and none of them are popular
then theres a couple more at 6.0, but the majority of battleships/battlecruisers are 6.3 and up
also, most of the good CLs got bumped to 6.0 recently so you wont see those either
