Meursault was a Beholder or a Claw, or at the very least extremely closely tied with the Head in some way.

>Laser-focused on only executing his tasks with no judgement on his part (AKA the task of an Arbiter)
>Extremely uncanny perception ability, to the point that he can determine something's shape and position from hundreds of meters away
>Uses gauntlets as his weapons, in old builds his hands were literally clawed
>Most of his IDs center around the theme of being the enforcer or backbone of a larger organization, and several can easily be interpreted to be hints as to his prior role, such as
>Rosepanner Meursault (The functioning of the organization depends on his work)
>Middle Little Brother Meursault (B Corp, the middle of the Head)
>NCorp Meursault (Juiced on enhancements)
>Blade Lineage Meursault (He was once the enforcer of one of the heads of his government, but when they were betrayed he went rogue)
>Deici Meursault (Knowledge gathering)
>Thumb Meursault (Specifically having a hidden past as a Pinky member)

And more than anything, his literary association being "The Stranger". In the Apocalypse Bird story (Which we know is an analogy for the Head), The Stranger plays a key role as the figure which drives the Birds into mistrust and tyranny. With this in mind, Meursault's association can't be a coincidence, when it's so closely tied to lore relating to the Head.
