Bowser's dynamic as a genuinely good king who's beloved by his subjects despite being a huge stubborn bonehead makes for a way more interesting protagonist than "lanky asshole who hates himself". No, anon, I do not particularly want to play as a self-loathing loser who exists primarily to give Wario a duo character in spinoffs. Maybe he'd make for a fun side character if they actually put him into a Wario game, and from there he could be developed into something that would be even a little interesting in a game of his own, but right now the only thing I can possibly imagine with Waluigi is a Mario-themed Lester the Unlikely.
And Lester the Unlikely fucking sucks.
