That's one of the reasons Nagazora or Elegy to He's is one of the most beloved arcs. It's a return to the destroyed city Kiana and Mei met but the big theme is how nothing will be the same and that the two can't return to the past no matter what. The focus is entirely on the characters and their immediate struggles and their conflicting interests.
It is one of the biggest turning points to the story, it's not predictable and it's an actually bittersweet ending. Kiana is saved, nobody died, but the atmosphere is very grim. Mei has to leave, presumably forever, but it's not like she's literally forced to do it: this is a decision she makes on her own, believing that's for the best.

I prefer the way Hi3 does it over HSR and GI because it's less about the location and more about the what the characters are doing. There's new characters for arcs but they mostly focus on a core cast unlike most Genshin characters never leaving their country or most of the Astral Express being irrelevant.
