No, nothing in life is ever set in stone for people, for better or for worse. Your friend has the capacity and the free will to learn and change. As long as a person has the will to do something about their life, they will always have the propensity for change. Sometimes though, there could be an underlying health issue or an external factor that causes so much duress and distress that they are unable to effectively take charge for themselves, like for example maybe your friend needs more sunlight for Vitamin D, or maybe your friend is in an extremely poor financial situation.
Whatever the case may be, the idea stays the same and true. You must use your free will to exert a positive change in life, and that includes trying your best to take control and influence things around you whether it be physically, mentally, or spiritually, over your own life's problems, and ultimately overcome them and grow as a person after much trial and tribulation. I hope and wish your friend finds a way to look within themselves and decide who they're gonna choose to be as an individual, for the better, and not for the worst.
And I also hope and wish that you'll be able to look within yourself and have faith that people can and do change as well, and that they are not stuck forever to be cursed with whatever negativity they may be stuck with. Godspeed, and good luck, sir
