That's not what it means at all. Why do you think they can't have their cake and eat it too? You can vote and be sent off to war at 18 but you can't buy a beer or a handgun. We live in an age of equality and equal protections but only men have to sign up for the draft. See? They have no problem being inconsistent because logic, morality, and honor are male traits. It is absolutely possible for our gynocentric society to raise the age of consent to 25 without changing any other law.
