It doesn't happen all that often anymore, no. A bit difficult to rebuild many of them into working order. Ukraine had a fair amount of redundancy as far as transformers went and most of that is gone too.
Worth mentioning that up until 2021 or something that they also produced a lot of them for themselves and Russia. Someone is probably seething about that being shut down
