Pyongyang has reaffirmed its unequivocal support for all the goals of Russia’s special military operation and Moscow’s actions, Russian Foreign Minister Sergey Lavrov said at a press conference following talks with his North Korean counterpart Choe Son Hui in Wonsan.

Russia and Belarus are aiming for gradually creating a union state, with Best Korea it'd be far more difficult because it has a lot greater racial-cultural difference plus nukes plus history of and will to independence, obviously. The most difficult part is you can't just tell Best Koreans the Great Leader is part of some confederation now, be it with Russia or China. Not even in Cold War days was this acceptable. Koreans remember their history all the way back to Baekje and the Tang dynasty. So they're very much fine just being allies right now, but the friendship will grow as WW3 gets closer and lasts.
