As for the OT2 character her official figure clearly shows she has a snout. I venture to say official art is simplified just like the sprites are. It’s typical of Japanese art styles to simplify faces, look up Kemono art for good examples or even Pulchra from ZZZ who has a snout in her model but is drawn without one outside of the side view.
