So I guess it's up to if using a surrogate or a vitae womb is culturally acceptable by the house (considering how the Navigators keep wanting the most genuine stuff, pure lore would make me say nooooo-ish?) but the general trend in 40k seems to be "if it doesn't come from a real vagina then it's lesser than the actual product" so if you're a writer, go for it but as always, your dudes/your choice is probably gonna be its own thing in the great one billion worlds of the Imperium.
