This could be a good example of too much reliance on technology. If they did have a warning a few hours before, it might have been feasible to send police into the area to to warn people with a bullhorn like a Paul Revere-thing. If a cop shows up at the camp with a bullhorn telling everyone to get out because floods are coming, that would be harder to miss than an alert on the phone.

Of course, this is all Monday morning quarterbacking. I don't know if anyone here was really there and they could be lying if they said they were.
