Long story short, its one of those countries (like Ukraine in the past) that had to "behave itself" for Moscow or they'd just get invaded.

And presently, Russia is in such an extreme state of weakness and overexersion that all these countries are behaving as actors again (mostly to realign to China or Turkey).
