Shouldn't freedom of navigation come under UNCLOS?
Wouldn't be grounds for a war as long as they didn't outright seize a ship, but if it's deliberately targetting ships bound for Russia it could be seen as a naval blockade of some sorts and could in turn make Russia either blockade in retaliation, i think.
