One of the big debates would be, coastal, or inland. Costal gives access to fishing, unlimited food, in theory, but also will likely be more populated, and have more violence. Coastal zones are more open to natural disasters, and will probably be locked down harder than inland. Inland, locals will not be happy with refugees coming to their homes, but they’re probably easier to bargain with than enemy forces or aliens near the coasts.
