You haven't answered the question. Why would a company invest millions into something that makes them no money. Wtf for? Domestic audience is ALWAYS the most important one, that's where every anime ever makes it's money.
If it fails in Japan then it won't survive, would you spend $10m on something that loses them money when they could be making money instead?
