They absolutely had something prior between various iterations of Rogue Exiles across PoE1 and 2. But that doesn't mean they spent 11 fukken months specifically shitting out this.
It's just some shit they threw together at the last minute.
Hell, they even scrapped lower-tier variants of the Challenge Reward armor at the last minute and/or didn't communicate properly between departments.
