Probably have to ask the general about buying accounts. The devs allow it and several people do buy them.
Pic related, bd2 is probably the most generous gacha out there in terms of giving away pulls.
The characters different costumes are just different skills for the same character. A new costume means a new skill for that character and you get that character whenever you get one of their costumes.
