The guy's saying he (Bolsonaro) needs to give the order for the army to show up, they were ALL on edge because they were planning to install some type of dictatorship with Bolsonaro in power using the army, he needed TO JUST SAY THE WORD. He was too much of a pussy to do so, that's why the coup didn't happen: he didn't give the orders.
