Well, I found a map where Congo manages an 81% literacy rate, but on that same map the United States gets 99%, so I can't really use it as evidence here.
Anyway, if we take the earlier claim of 79% literacy rate at face value, saying that "it's minorities" doesn't really answer any of the questions. What do these minorities DO? How do they live? What does it look like if you don't know how to use a smartphone, in a society where owning one is comparable to owning shoes?
