i f levels really didnt matter then PM wouldn't have bothered to try and scale each enemy properly with them.
if you noticed, every single boss in the canto has some varied level that roughly is equal to how they are in canon.
i suppose we'll see next canto if project moon will show us a character that's above 90.
but yeah it is weird how 90 seems to be the "cap" so far
