When you expand the franchise too widely such that it comes to include too many groups of people with mutually exclusive material interests, it ceases to function effectively. The result is that democratic contests reduce to the lowest common denominator of vague promises to "increase prosperity" or "freedom", and the political apparatus ends up being captured by the ruling class who simply impose whatever is best for them while running a puppet show for the masses. Hence actual democracy can only thrive in homogeneous societies
