Most of that land has no water, with the exception of Idaho.
Idaho seems to be the COG (continuity of government) "Plan C" relocation area if "Plan B" (Denver, Colorado) is nuked to shit. Washington DC is so vulnerable to submarine nukes it's EXPECTED to be nuked in the next few decades.
(Note that much of this "federal land" is Indian Reservations (Tribal Land), but most of it has no water like the rest.)
