Burger is another word for ground meat. Ground venison just in a package is commonly just called burgermeat. A burger cannot, by definition, be a continuous piece of protein with intact fibers.
If the ground chicken was formed into a burger patty, then breaded & fried like a big chicken nugget, then maybe it could qualify as a chicken burger. But a whole piece of breast, even on a burger bun, would be a sandwich.
