The actual answer to this question is probably on one of the Indian Reservations. Probably in the deepest, worst part of the Navajo Nation where the access to drinking water is severely restricted. People live there without city water or access to well water. They have to carry all their water in from elsewhere.

And then there's Puerto Rico...
