My insane theory that I repeat whenever this comes up was that Hiroi's ego is so massive he wanted Myths of the Realm to be the starting point for the new arc. So when he was handed all the plot threads, he ended them, every single one he could, and probably pitched the arc as "for the next several expacs the Warrior of Light has to go to various new zones and shards to find ~the chosen ones~ to replace the Twelve, who will then fulfill Zodiark's old function possibly, with Wuk Lamat being the first and the replacement for Azem/Azeyma". This was why Wuk was pushed so hard, she HAD to be center stage for this. My proof? It was revealed to me in a daydream. My source? I made it the fuck up. My evidence? Gut feelings. Even so, it's lazy, and it's easy, and it would provide years of skeleton for the plot. Why is the Warrior of Light in X location? To find Y NPC who is supposed to replace Z deity. Suddenly the writers would need to expend no effort to put your character wherever they needed you. I also predicted Elidibus would create a Warrior of Light Primal once and I wasn't entirely wrong there, so my record of predictions is good.
