It may be too soon to say that for sure, but the Ukraine's economy is undoubtedly in a state of complete dependence and Israel at least exports products to the West. I have on occasion bought products and found them to have "Made in Israel" labels on them after they arrive. On the other hand, I have literally never seen a Ukrainian product in my life.
