What was Oda's logic behind slowly but surely transitioning One Piece from the teen boy demographic to 6-12 after the timeskip?

I really don't understand.
Wouldn't the reverse have made more sense as his audience aged?

Post TS One Piece has less real teenage edge than literal kid's villain of the week stories like Digimon Adventure
