They're not cowards, they're just indifferent. It's all based on a hierarchy of needs. Most people will tolerate tyranny providing they are personally safe and are well fed. And it is that indifference that allows the state to engulf populations. Besides, the best way at combating tyranny is walking away from the institutions. A tyrannical state can only exert its power if the people believe in the institutions. If the majority walk away (or little to zero participation), then the system collapses under its own weight. Example would be everyone refusing to exchange goods for fiat currencies. The system would collapse in a matter of weeks because the people in the institutions will not give their energy for paper they can't trade for goods. In short, we're experiencing the late stages of the Roman Empire (see image).
