I think she was always meant to have average-sized breasts (atleast after the first few chapters), it's just that Fujimoto is too lazy to draw any details in small panels.

Kima's proportions are a bit of an illusion as Fujimoto likes to draw her with a ridiculously thin waist rivaling that of Oda's drawings, which makes everything else stand out.
She's not really that much "bigger" than the horse sisters, but the rest chunkier.
