This is partially true. But it's part of a long list of times Truman passed on lands and decided to just tell the UK and France to do retarded things to give up lands they had held. This dude did a foreign aid bailout plan to help them rebuild after WWII, stuffed it full of money for their colonies, and didn't expect any land back at all--instead he expected them to grant independence to places that were often valuable to them but not to us.

Truman basically just engaged in self-destructive behavior on a global scale.
