A devil who wants eternal war is a plot device because it does not compute with anything we can relate to in normal life. It's artificial and purely fictitious in it's nature. It's like a big evil McGuffin that drives the plot. The real evil and villains in a story are characters that can be translated into real life people, and in Part 2 that's Denji. He's the main villain in Asa's story. Yoru is just a plot device in more ways than one, not only to create a negative setting for Asa's character and put her in the shoes of a bad guy when the plot wills it, but also to lure Denji into lust for Asa which is a reaction Asa herself could never have warranted from a cheap coomer like Denji. This is what plot devices do, they create forced contrivances.

Chasing random whores is actually Denjis dream, its just that Fujimoto is making fun of Denji for having such an "childish" and retarded dream, Denji is unable to see what really matters and unwilling to pay the price to keep what would make him happy, and thus he is pusnished because of it.
