It seems like horikoshi's biggest issue is how he starts the story arcs. If Toga was meant to be someone to get sympathy on, then he probably shouldn't have made her kill people at the beginning.
The way the sob story about her childhood was thrown in felt like someone realizing

Maybe if she had been an unwilling villain, the backstory and the attempted redemption would have landed better.
