you obviously dont know cartoon rules.. usually female characters have clothes on, be it on top or bottom or both. Example daisy only wears a shirt and bow in most versions of her, with the exception of the NuTales version where she is wearing full clothing. its just one of those cartoon tropes. Even webby in the OG ducktales only wore a shirt and bow. pic related.
