No he didn't. Under Mao, Chinese growth was already skyrocketing. There is no drastic increase in Chinese growth under Deng.
China's growth numbers only started massively improving in the mid 2000s. Most of the Maoist period outside of the GLF had much higher growth numbers than later Chinese periods.
