She has kindergarten levels of manipulation skills and pretty much every character rolls their eyes and sees right through it.
Denji sticks with her because he has nothing else going on. Asa sticks with her because they're in the same body.
Her abusiveness is due to not knowing any better methods to ensure that Asa and Denji don't turn against her. But when pushed, she never delivered on those threats. It's all a bluff by a Devil whose position is weaker than she'd like to admit. Without them, no one remembers her, and she's already sacrificed the last of her remaining Devil family.

Still there's no point in misrepresenting her character and acting like Denji is a poor little kid being taken advantage of. He's a grown-ass man who has dealt with Devils for many years. Denji knew exactly what he's in for, told Pochita there's a good chance he's getting fucked and goes along with her anyway. Why? Because he seems confident enough in being able to handle it.
That's not the same as Makima building an entire family and a web of lies around him, only with the intention of tearing it all down to hurt him as much as possible. Denji didn't know he was being taken for such a ride, he knows what he's in for with Yoru.
