Oh no, today's "NGOs" are solidly 100% Democrat. Here's a basic timeline of "NGO" politics since Clinton:
1. Bill Clinton cuts ties with all pro-GOP "NGOs" and sets up competing pro-Democrat organizations, effectively privatizing pro-GOP NGOs.
2. Pro-Republican NGOs, now truly nongovernmental and with no reason at all to stay out of politics, get George Bush elected without any govt money through new business strategies.
3. Obama purged all remaining Republican personnel in Democrat-dominated "NGOs" and passed laws to systematically restrict pro-Republican NGOs from doing business, often resorting to tactics like declaring debts owed to these organizations (unpaid bills etc.) invalid. The most dramatically affected pro-Republican orgs were Sallie Mae & Navient. (Note if you look at their Wikipedia pages: These are described not as NGOs or even former NGOs but as private businesses.) By 2016, only one--the NRA--was politically relevant.
4. Under Trump 45, former GOP NGOs were allowed limited govt funding (on equal terms with regular orgs) but Democrats fought back harder.
5. Under Biden, officials from these GOP orgs were systematically arrested.
Note that none of the pro-Republican "NGOs" AFAIK really did anything international, except the NRA which was America's Olympic organization for shooting. Sallie Mae's job was to manage youth loans.

Biden went around repealing Trump EOs just to reissue them so he could take credit for fixing the problem he created by reinstating Trump's solution.
