Basically they contracted foreigners to instruct them how to build new high-rise infrastructure. Like 80% of the jobs in Japan are these vague salarymen positions and their pension system is even larger than the one in the US. Prefabricated parts are about as complicated as legos and they're all made in automated factories, I doubt it would take very long to teach people to do this kind of construction. The west sure as hell complained about it because it violated almost every convention of construction and quality control.
