The whole impetuous idea casting the Rock as Black Adam is around 2004-2009, Black Adam was getting a push in DC as this big anti-hero foil for a bunch of heroes, a team buster type who could take on a group of them. And comic fans noticed that he sort of resembled the Scorpion King the Rock played a few years before.
