and i don't remember dragonball well enough but i'm pretty sure they couldn't use namek dragon balls at that point because they either didn't exist or they didn't have spaceships to get there (saiyans can't survive without oxygen and goku wanted the new gen to step up, so he personally didn't want to solve the problem)

dragon ball actually always made sense on that front because the author always found reasons to not just solve shit with the dragon balls.
