I have enough Quartz saved up for a spark, which critical penetration unit should i spark for?

How far apart are the power levels of the 3, and is being a breaker as big of a detriment as people make it out to be? How often do later bosses have buffs where irene SS2's effect comes in handy? How do they fare outside of bossfights, like in dungeons?
