Realistically it CAN be recreated we just kind of don't even try. Every color on Cheetara here can be recreated digitally. Throw in a soft grain filter and you can recreate the look of a cel. The issue is instead of trying to recreate it modern artists and animators use really bold colors with little to no contrast or balance. Its just flat and bold. Removing shadows makes it even worse.
