There's literally a race in the manga where one of the girls openly confesses to another one in the middle of the track, everything that's going on with Kiryuin and Happy Meek in the URA Finale plotline, Meisho Doto and TM Opera O spend an entire OVA just flirting with each other and are similarly constantly together in the game too, there's other examples but the game IS doing pandering, it just has even less reason to commit to anything than we do because it also wants to pander to self inserts.
