Some attacks/spells are exclusive for certain classes, some are shared among classes. The passive abilities are shared, you can equip them on any class. They are one reason to change classes often and max their ranks. For instance, the sorcerer class has a passive ability that adds 20% magic attack, which is useful for any class that does magic things.
