Weimar republic wasn't a modern state, even after the nazis were ousted it still took 20 years for porn to be made legal in germany. Without any evidence to the contrary we have no reason to believe it was legal there either, and the fact censorship was still allowed against 'obscene' content indicates it was illegal still
