there's a few reasons. First of all the entire area is mostly just rock. it's hard to build anything. But okay even if you could, how are people going to sustain themselves? There has to be some lucrative industry like farming, mining or forestry. These exist out there but I think mostly the workers live in camps for a period then return to the habitable areas of the country. Because like I said you can't it's difficult to actually build permeant infrastructure when everything is rock. Not to mention it's cold as fuck for most of the year
