Im not, unimportant courtiers can stay some leave and goes in other courts.
I had an enuch who stayed for 2 generation in my court.
I had a knight who fucked off my ruler died and went to the pope court and was his personal Legatus.
I tested it out, kept track of it with by keeping the character as hihglighted. Some are invited in other rulers court, and thats just their opinion against yours.
Usually, they dont stay because of short reign ruler penality.
