The People's Consolidated Republic (PCR) is Marxist-Leninist insurgent government that emerged from an unlikely alliance between disgruntled blue-collar trade unionists and disaffected Ivy League Marxist theorists who saw the collapse of the federal government as an opportunity to implement the revolution “correctly” this time. Operating as a highly structured paramilitary state-in-exile, they control several rust belt industrial zones and have repurposed abandoned factories into armories, commissariats, and ideological reeducation centers.
