It's an EPS base covered in wall filler and then shaped into roads with the putty knife while it was drying. Really simple and fun to do actually. Then everything got a brown basecoat before it was flocked with static grass from a really cheap chiniesium applicator. This was a mistake however, looks good but it's a bit too fragile for play and storage. The roads got a overbrush with lighter brown.
In retrospect I should have made the roads more narrow to fit both 28mm and 15mm
