As a whole (design, personality, body, story) I consider 2B to be superior.
But only speaking about their body, I think they are very very close, with Eve having an edge because of the volume of her assets.

My main gripe with Eve's personality is that she's too nice and naïve to a fault.
Maybe I'm reading too much into it, but maybe it's a fetish of the CEO or the writers.
Eve during the story comes off as a doormat and people pleaser, that is so naïve that is not impossible that someone could trick her or guilt trip her into fucking.
2B and A2 had a more spicy and interesting personalities, with agency, opinions, etc.
